The Employer's Role in the Child Support Program
New Hire Reporting
Federal and state law requires employers to report newly hired and rehired employees to the New Jersey State Directory of New Hire (NJSDNH) within 20 days of hire. New Hire Reporting is a valuable tool that contributes to the well-being of families, assists in the location of parent(s), establishment of a child support order, and enforcement of an existing order. In addition, it helps with preventing fraudulent unemployment, workers’ compensation and welfare benefit payments. Verification of Employment
A Verification of Employment (VOE) is sent (electronically or via mail) to an employer by a child support agency requesting information about an employee including employment status and wage information. This information helps with the establishment and enforcement of child support orders.
To receive your VOE electronically, sign up on the New Jersey Child Support Employer Services portal.
Income Withholding Order (IWO)
An income withholding order (IWO) will notify the employer of the court-ordered amount (including any applicable arrears) they need to deduct from their employee’s paycheck. If the person paying support has more than one child support order, the total amount withheld from that parent’s income would be distributed among all the cases.
When there is an income withholding order in place, the employer of the person paying support deducts the child support amount from their paycheck. Employers are required to submit all child support payments withheld through income withholding to the New Jersey Family Support Payment Center (NJFSPC).

Medical Support
The National Medical Support Notice (NMSN) is a two-part standardized form that is sent to employers or a designated Health Plan Administrator when enrollment in employer sponsored medical coverage is part of the child support order. Employers and health plan administrators are required to complete the form within 20 days of receipt on return the completed form to the child support agency address provided.
